Ok, so obviously he won the belt in a match with The Miz only to lose it later in the night to John Cena. At the same time though, Punk was still champion when he returned later that night. So one would think that would make that Rey win void, right? So, do you personally count it as a title win? I'm conflicted. And bored.

Yeah, just not a successful one. That whole tournament was a stupid waste of time. Should have had Punk return mid-match before a new champ was crowned.

Well, he held the title. Even if it was for an hour, it is counted in the record books as his third world title win and first WWE Championship win so yeah.

Yeah, he was champion.
In kayfabe punk wasn't signed until cena won the belt from Rey so Rey was the champ because triple H said punk didn't hand him his new contract till right before cena won the belt.

They had a torn enemy to crown a new champ which Rey won than lost the belt to cena later that night and after cena won punk came out cause he had resigned which is how they set up the main event for Summer slam 2011 where there were 2 WWE champions.

That night Punk came back after Cena won it, was also the night he debuted Cult of Personality as his WWE theme. And as for the original question, basically since in the record books are that Cena is tied with Flair at 16, then yes, Rey is a former champion, since Cena's #9 was off of Rey.

Question was more in regards to the fact that Punk was technically stil lthe champion when he won, not because his reign was short. And I'm asking everyone if they count the reign because of it. Not what WWEs record books acknowledge it as. They don't count Inoki winning it but personally I do. I was just curious where everyone stands.
