Hot Rod never won the "big one" though he was one of the most prominent heels of his time... Owen and Perfect are highly skilled wrestlers that never reached it as well...

Im gonna say Rick Rude, simply because Steamboat won the NWA Title which was a big title then and Perfect won the AWA world title which was also big

Thank you; my sentiments exactly, not discounting anyone else at all that has been mentioned...

Mr. Perfect.
I always thought he should have done a gimmick where he set up a tournament for the IC title while still having it saying he would face the Warrior at Royal Rumble for the Heavyweight belt and had no doubts he would win so he was going to put the IC title up for grabs. Easy way to get a new IC champ and make Perfect not take a loss. Perfect in turn gets the match at Royal Rumble instead of Slaughter and Royal Rumble unfolds like it did. Savage ceptor perfect plex new champion.
Sets up Warrior Savage fued and allows Hogan Perfect Wrestlemania. Mr. Perfect could have made Hogan look like a god in that match, and at least giving us a few month title run for Mr. P instead of Sgt.

Yeah...But I think Slaughter's heel turn was pretty cool at the time.
