Do you set any rules or guidelines for how you buy figures? How do you decide your budget? Here's what I do.
1. Elites Only 2. I don't buy more than one of a character no matter how many new versions / attires come out. I don't need more than one of any wrestler on my shelf 3. I might make exception for the above rule in one the following cases 1. Complete character change (example Cody Rhodes and Stardust, although I haven't gotten a stardust yet) (I won't buy a Razor because I have a Scott Hall) 2. Big change and rare accessories (example if I get Xavire and Kofi and they put out a really good New Day Big E with 1 or 2 Tag titles I would sell my old Big E and get the new one) 4. I open my boxes. I buy them to pose them and look at them not because they might be worth money some day. I do keep the boxes in case I do get rid of them so the new owner can have everything 5. Won't pay more than 10 over retail for any figure. Very unlikely I'd pay more than retail for a loose figure 6. Try and keep it to 1-2 figures a month unless I get a bundle at the flea market
No judgement on what you do this is just what works for me.

1 - I won't buy US exclusives for stupid money due to customs charges to the UK 2. If I buy an updated attire, i have to like it more than the older figure I have 3. Never buy a t-shirt John Cena figure as he changes his shirts more than his underwear 4. Buy the basic as it usually comes out first of a new character, then only replace with elite if the figure is spot on
I often just get the urge to buy however and then all rules are out the window lol It's almost as if money in the bank burns my brain until it's spent xD lol

I usually just stick to elite flashbacks only. Not too many exclusives though.

I only buy figures of guys I 'm a big fan of. The new bossman and rick rude are great figures. But I was never really into either of them.

I passed on Bossman but I've got Rude moc because it's an exceptional figure

My rules
#1- Buy only elites and basic divas.
#2- Buy the ultimate look for a character( I've got Bo Dallas' elite I will not need a new one as I think that is his ultimate look).
#3- Buy WCW versions of character.
#4- No more exclusives, can't be dealing with customs charges.(Damn you WrestlingWorld)
#5- I do not buy anyone I hate unless they have made a good contribution to wrestling. Which is why I passed on Adam Rose. #6- Slow down and think!, I do not want a bunch of midcard jobbers in my collection which is why I now stick to top guys only Who regularly appear on Raw.
#7- No ECW era flashbacks I never liked ECW so I don't want a ECW shelf. I put Terry Funk on my WCW shelf.
#8- stop buying John Cena's elites they look all the same.

Rule # 1 – Buy figures that come with shiny VAC Championship Title Belts or Crowns, Capes / Robes, and if applicable, Scepters.
Rule # 2 – Keep shiny VAC Championship Title Belts or Crowns, Capes / Robes, and if applicable, Scepters, and sell figures and other accessories that were included.
Exception # 1 – I bought the WWE World Heavyweight Championship Title Belt (Big Network) and the Hardcore Championship Title Belt (that came with Ring Side Collectibles exclusive Kane), because there isn’t a shiny VAC version of them.
Exception # 2 – I didn’t buy the WWE Championship Title Belt (Winged Eagle) with the blue strap, the Intercontinental Championship Title Belt (Classic) with the yellow strap, and the Intercontinental Championship Title Belt (Oval) with the purple strap, all because I prefer and have the versions with the black strap. I didn’t buy the nWo Championship Title Belts, because I don’t like the way the letters “nWo” looked on both the black and red versions. I will not buy the ECW Championship Title Belt that comes with Elite 41 Terry Funk, because that version is just wrong, either the logo should be purple or the plates should have black on the steel cage pattern.
Exception # 3 (just created last night) – Buy the Four Horsemen set if the price drops to $12.50.

1. Only buy things that can be resold on forums or are cheap enough to give to my friends kids.
2. Never pay more than $40 for any figure, unless it's a Figuart.
3. Predominantly Divas.

1. Buy Elites (and keep MOC) of people I'd like to/I'm sure I will get a chance to meet and get signed 2. Buy Basics/Battle Packs of people I like to open for display.
Price doesn't really matter unless I'm on the fence of buying someone, like I wouldn't mind a Miz Elite, but I'm not in a rush to buy it.
