Hasbro impressed me this year when they issued new helmets for free after the Dino Thunder White Ranger figure shipped with major paint apps missing from the helmet. They acknowledged their f***up and made it right with their customers.
I doubt we see this will Mattel unfortunately (even though I’m hoping they prove me wrong). They’ll claim they had to do it this way and there was no way around it, despite other companies like Hasbro having no problem giving us figures with arms molded in different colors.

Even if they did actually offer to send out replacement arms, that are actually made professionally and not like some back alley bootleg, can you even change the arms without wrecking the figure? I've never had an UE figure before but don't they have odd "butterfly" articulation? Are they easily removed from the body?
Considering the cost of sending out some arms for the 20 or so people that might complain about it would be absolutely minimal (I mean, it would surely actually cost nothing at all for them) I can't see why this wouldn't be considered.
Or even if they do fix the paint issue, to re-issue a figure to anyone who can send evidence (pic by email, for example) of them having the shoddy version. I'm in Ireland, so I'd say I'm knackered either way, unfortunately.

I'd be happy to express my unhappiness. Thing is costing me the approx US$75 (I'm in Ireland, so shipping, VAT etc. as we don't tend to get those over here so much so need to order from ringside to stand a chance of owning anything that might be marginally hard to find).

I think it's to accommodate figures with interchanging arms (Edge, Bret Hart, Rousey, Shinsuke) As far as if a replacement for the painted arm is feasible, I doubt it. Casting the arm in red would be a Herculean effort and the most we could hope for is painting the inside of the elbow, something I'm honestly inclined to do myself. I know for some it's the fly in the ointment for an otherwise flawless figure, but honestly it's not the end of the world. Of course I'm only going off what I've seen in reviews and pics, don't have either in hand yet, but if Mattel can muster a fix I'm game

Don't even need to send new hands or anything, grab a hair dryer, or hot water and pop it off at tip of bicep then done.

Yes Google Mattel customer service and look for contact us. It's going to ask for a set of numbers to confirm you have the figure. They are shipping me a new figure either taker or Kane. They said it will be random. A voucher wasn't even issued since that's what they normally do in this kinda situation, which leads me to believe they knew about this.

I understand the argument that it’s expensive and it’s an unnecessary oversight….for me personally, I don’t understand the collectors out there that think it’s like a little person haha. Like to me, it’s still a toy. Good enough is good enough, for me anyway. It’s dumb and it’s an oversight or cheapness, whatever, but it’s not worth being mad about. If you think the figure is still worth the purchase than it’s just that.

I’ll rightfully disagree. Mattel has been known to reuse scans from modern Taker to pass off as flashback Taker. Look at the purple gloved undertaker and the American badass, they’re both the same scan used as the Wrestlemania 28 elite. The fact that people were complaining about this scan to begin with should let you know. If you remove the hair on this figure, you’ll see he looks far too old for that era. I still believe Jakks brothers of destruction sculpt looks better, despite having a balloon head.I thought the Mattel Entrance Greats with the wings was a good sculpt for this era but he had a different hair style on that show than he’s ever worn before or again, otherwise that head would be great. I don't own that figure, but I wonder what it would look like with TRUE FX. I think Mattel should of just included two brand new heads from that era itself. What I'm assuming is the entrance coat and new body mold took up most of the budget. I would of loved two scans like these in addition to the first one.

It doesn't personally affect me since I will have it displayed like you plan to but at the end of the day it's their premium line and it's such a minor error with a huge impact.

What also annoys me about the hair-forward Taker scan, is that they've basically taken a chunk of his hair away.
The volume is gone. It all comes from the sides, brushed forward and they said "f*** it, that'll do. Forget about the hair at the back".
Now compare that to the Summerslam 1998 Basic head, the same that has been used eg on ABA Taker, and it's the complete opposite. That head had slightly too much hair, now this hair-forward one has too little....

Another point I'll like to mention is I think the upper torso would look more proportionate if the stomach and waist was alot wider. Undertaker was thick back in 1998 and alot bigger in the arms in 1999. Mattel seriously should have designed a new stomach and waist mold for guys like Taker and Kane.

Taker looks 100 times better in person, top torso is still a bit large but the headscan doesn’t look as bad and the initial images/render of the torso was way worse.
