I'm betting its canceled. It was an early prototype that was probably still 6-10 months away from being in-hand. Jarrett's WWE deal is done and he's back to doing projects outside of WWE.
There's some cases where they'll still make figures of people who were recently released but that seems to be when the figure is already in the production process. Like the new UE Jeff Hardy or the last Elite Adam Cole or Karron Kross. But JJ is probably not anywhere close to being physically produced and he's long gone from his deal with the company. Mattel no longer has access to the rights to make him.
I also think it says a lot that Steve seems to bounce around the question in the Q&A thread. He could at least say "still working on finding out" or something like that but I've seen someone ask in that thread about this figure multiple times and its always avoided. UE Jarrett was arguably the holy grail item shown at this year's SDCC (which is saying a lot because it was loaded) and now it looks like its going in the hall of unreleased figures.

He got hired in April to be the VP of live events and I think once Vince McMahon was actually gone they let him go.

If we're talking repaints I'd like a WCW black singlet Bret. It's a highly requested attire, that could satisfy both people who want a SS' 97 singlet and WCW singlet. Although, there are minor differences. I also wouldn't mind another '99-00 HHH. Maybe an updated version of the UE 2 with butterfly joints. There's a lot of possibilities.

I'm not sure why everyone is saying his deal is done. JJ figure contract was because of a legends deal not because he was an executive. He can still be let go from his executive contract and be under a legends deal.
Until Steve confirms it's cancelled, all assumptions should be its still coming out.
