I did when the formula was different. I still get them now but only if it is an attire that I absolutely love or a brand new head scan or a first time in the line figure.
The old formula was great. First time in line figures were always basics with the exception of flashbacks. You would get the basic and if that person was getting a strong enough push it would whet your appetite for an elite.
The articulation cut is not that big of a deal to me because the articulation was never great on a basic to begin with so what, it just got slightly worse. I really wasn't posing or playing around with them anyway so that never bothered me. It does feel like they also started cutting the deco down a ton and that's where I have an issue with the modern basics.
It just feels like nowadays we get very few first time in line figures, lots of missing paint apps and just a generally poor selection of characters. The old line used to be real John Cena heavy which was okay because he wore different colored shorts and shirts and armbands but now that Roman Reigns is the top dog and he's in just about every single set he always just has that same head scan and the same attires and oh occasionally his wrist guard changes color.

There's very few basics I collect, but I will pick one up from time to time. Such as the WM Andre, 129 Dominik Mysterio, and 130 Gargano chase.

I don’t look at if it’s ultimate, elite, basic etc just who it is and attire
For example blue hart foundation unlikely to get in any format except for the battle pack so that was instant purchase,
Also sometimes the figures with play sets and vehicles are basics but cool

I own every CM Punk and Rey Mysterio basic and the only basics I collect otherwise are of guys who don't have elites (Tony Nese, Carlito, etc) or very specific attires that weren't replicated in elite form (like the Usos debut figures, or the Sid Justice basic)

I miss when they would mix more legends into the Basics, why did that end? Used to love picking up Flair, Razor, Bret, Hogan etc for $10.

I’ve only bought them when a build-a-figure was involved or when it was a Legend in an attire that didn’t have an Elite version.

Like some others (I'm guessing), I did until they changed the articulation and dropped the overall quality.
The women's figs were awesome for the longest time because of the leg articulation. They were close enough to Elites that the differences didn't matter when you considered the price difference and variety.
They seem especially weak overall now and I won't even consider them anymore. They feel like Family Dollar or Dollar General figs (love those stores but their action figure lines are subpar).

Only basics I have in my display are current roster talent that don't have an elite and sadly I have the basic LOD figures cause I never found their elites at retail back when they came out.

Strategically. I buy them if they are suited, women, or the only figure of a superstar. Other than that no, not really.

Only where it's been a while since an elite, only have 2 and those are the summerslam duggan with flag face paint, and x-pac match Shane.
