I don't think there's any figure now that I could say that I regret not picking up. I think I've gotten all the figures I've wanted in the last few years. I also don't go over 35ish for a figure either. I just don't think they're worth that much, unless it's something higher end (Figuarts, Mafex, Mezco etc). Now, in terms of other things I collect, I tend to have a little higher budget.

None. If there was a figure I really wanted I preordered it. If not I wait to grab it locally from Target, Walmart or Amazon.

I passed on or bought then sold off most of the original DMs, legends, EG, etc but I did pass on some from time to time
I think my biggest regrets are not getting WM 7 Savage, selling RSC Macho King, selling Demolition, and passing on a handful of misc others

Hall of Champions Warrior & RSC Hardcore Kane spring to mind with Slim Jim Macho.
Hardcore Kane will be back around soon enough though...

There are figures I've passed up at retail and ultimately got elsewhere, so I'm not sure if that counts or if we're talking about figures we passed on and still don't own. But, here are my thoughts if we're talking about figures we don't own....
Honestly, probably none. The only figure I legitimately wanted to get that I never got was the Target exclusive Paige elite (E71?), but I never saw it at retail so I don't think I can regret something I didn't have the chance to purchase. There isn't anything else I can think of that I originally didn't want, didn't buy, and then later wanted it and never was able to get it.
When I was first starting my collection I passed up the Network Spotlight AJ Styles at TRU, I already had 2 AJ elites I believe, so I was like "I don't need them all." Funny how that turns out, as AJ is someone who I ended up wanting to collect every Elite of. So that was a big regret for a little while, but I ultimately ended up getting it off the secondary market.
